Job Responsibilities

  • Sources and procures specialized goods and services. 
  • Owns contractual management for the supplier. 
  • Responsible for source selection from contract proposal to execution phases. 
  • Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users. 
  • Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. 
  • Prepares bid packages,  analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. 
  • Evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules. 
  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations. 
  • Manages performance of subcontracts, ensures compliance with all public law requirements as well as Viasat policies and procedures including import/export regulations. 
  • Employs sound business practices and assesses supplier performance as part of follow-up activities. 
  • Manages and develops strategic/key suppliers. 
  • Reviews and approves supplier payment as needed.
  • Analyze and evaluate potential problems with subcontractor commitments, assesses the impact of subcontractor delays, assist in developing recovery plans and recommend solutions. 
  • Provide guidance to technical users regarding procurement policies in support of program needs. 
  • Track and monitor subcontract funding status to ensure performance is within subcontract dollar limits.
  • Provides leadership and mentoring of more junior staff.
  • Ability to be self-directed, identifying tasks and solutions without significant oversight.
  • Seeks “win-win” scenarios in negotiating expectations between internal stakeholders and supplier efforts.
  • Work independently with internal customers to manage programmatic success from concept to delivery.

  • Bachelor's degree in business or related field. 
  • Minimum of 2 years experience in subcontract administration under U.S. Government contracts. (Candidates without direct subcontract experience but with 4-6 years purchasing experience in a similar capacity will be considered.) 
  • General knowledge and competency in procurement regulations and the FAR/DFARS. 
  • Strong interpersonal skills and communication skills, both written and verbal. 
  • Computer literate with knowledge of computer applications relevant to the position. 
  • Demonstrated attendance or training certificates related to FAR/DFARS, U.S. Government procurement administration/regs training or seminars, is a plus.
